Use of the logo in the article is believed to comply with Wikipedia non-free content policy, logo guidelines, and fair use under United States copyright law as:

1. logo is a size and resolution sufficient to maintain the quality intended by the company or organization, without being unnecessarily high resolution.
2. image is used solely for identification purposes.
3. serves as the primary means of visually identifying the subject of the article and provides an illustration of the entity that the logo represents.
4. image is being used in an informational capacity and thus contributes to the article as a whole.
5. the logo is that of a non-profit (and now disestablished) UK government institution, and as such there is no commercial value associated to the logo - HOWEVER - use here is not believed to undermine any future potential to market, sale or license this image by the copyright owner.

Because it is a logo there is almost certainly no free equivalent. Any substitute that is not a derivative work would fail to convey the meaning intended, would tarnish or misrepresent its image, or would fail its purpose of identification or commentary.
